Transport for London delays English language tests for Uber and minicab (PHV) drivers again

Transport for London has pushed back plans to introduce English language tests for Uber drivers again.

It will now require those working for Uber and other minicab firms in the capital to show they have passed the test by July next year if they have applied for or renewed a licence since October last year.

It had originally planned to introduce the rules in March this year. This was delayed to September earlier this year, then April 2018, and will now be July.

TfL and Uber are in the middle of a legal battle over the tests. Uber is appealing a High Court decision earlier this year which went in favour of TfL. The appeal is due to be heard next February.

The transport regulator said the extention would give drivers more time to comply.

“As the English language requirement for private hire drivers is subject to legal proceedings, we have extended the deadline to meet the requirement to 16 July 2018,” a spokesperson said.

“We maintain that all licensed drivers must be able to communicate in Englishat an appropriate level. This is vital for passenger safety and was supported by the High Court. We will continue to robustly defend this position at the appeal.”
