A new monitoring system lays bare the extent of water scarcity across Germany as the Rhine falls to levels that threaten supply chains and municipalities impose usage bans.

Germany is confronting a water crisis that is simultaneously throttling its most important freight artery and forcing dozens of municipalities to ration drinking water. The Rhine, which carries 285 million tonnes of cargo each year, has fallen so low that barges must slash their loads, pushing up freight costs and adding strain to an already fragile economy. At the same time, nearly half of the country's districts are classified as water-stressed, prompting more than 80 cities and water suppliers to impose restrictions on lawn watering, pool filling and car washing.
The federal government launched the Low Water Information System (NIWIS) in mid-July, a public portal that aggregates real-time data on surface water, groundwater and precipitation. Environment Minister Carsten Schneider warned Der Spiegel that "in the future, we will have serious conflicts over water, also in Germany." The platform, developed with the Federal Institute of Hydrology and Würzburg's environment department, is intended to give authorities and citizens a clearer picture of where scarcity is most acute.
On Thursday, Transport Minister Steffen Bilger convened industrial executives, shipping firms and port operators in Bonn to discuss emergency measures. His preferred short-term fix is lifting the Sunday and holiday ban on heavy goods vehicles, allowing trucks to absorb some of the displaced river freight. Rail and road alternatives exist but are more expensive and capacity-constrained. ING economist Carsten Brzeski told AFP that without significant rain the dry spell could deal a "tough blow to the economy."

Groundwater levels have fallen sharply after months of below-average rainfall, especially in southern states. Munich issued a daytime ban on garden watering, pool filling and car washing in July, though it let the decree lapse on 1 August. Cologne, Dresden, Mainz, Potsdam and Stuttgart have enacted similar measures, most prohibiting the withdrawal of water from lakes and rivers, with some extending limits to household consumption. Even where formal bans are absent, utilities are urging voluntary restraint.
NIWIS precipitation maps show a six-month deficit concentrated in the south, while the most recent month displays a shifting patchwork of dry and wet zones. The overarching trend, however, is clear: Germany is experiencing less rain and more intense heat than historical norms, a pattern consistent with climate projections. The consequences now stretch from halted river cruises and disrupted fishing to the everyday question of whether a resident may wash their car at home.
With another heatwave forecast, pressure on both the Rhine and municipal reservoirs is likely to intensify before autumn rains arrive. Policymakers are signalling that the NIWIS portal is only a first step; longer-term answers will require investment in water efficiency, infrastructure redesign and, ultimately, a recalibration of how Europe's largest economy manages a resource it once took for granted.
